This paper assesses the large-scale surveillance practices of a selection of EU member states, including the UK, Sweden, France, Germany and the Netherlands. The authors find that four of these states are engaging in some form of large-scale interception and surveillance of communication data, and identify parallels and discrepancies between these programs and the NSA-run operations in the United States. They then argue that these programs do not stand outside the realm of EU intervention and that they can be analyzed from an EU law perspective. They also present a set of policy recommendations for the European Parliament on the matter.
