This paper analyzes the attractiveness of the EU’s Blue Card Directive, the flagship of the EU’s labor immigration policy for ‘highly qualified’ immigrant workers from outside the EU. The author argues that the interests of the different institutional actors involved in the EU decision-making process and the associated inter-institutional struggles have considerably compromised the attractiveness of the Blue Card Directive, and, as a consequence, the attainment of its objectives.
