This brief examines the Communist Party of China Central Committee's establishment of a State Security Committee (SSC) and the implications of this move for China's foreign and security policies. The author argues that China will benefit from an institution that better manages the country's external strategy and that it would be a great disappointment if the committee turns out to be just another form of tightening social control.
