This bulletin examines some of the methods used by Russia to persuade, coerce and influence some of its Eastern European neighbors to abstain from signing Association Agreements with the EU. The authors conclude with a set of recommendations on how the EU could counter these moves by helping EaP countries mitigate their external vulnerabilities.
