This brief looks at the EU's use of 'democracy sanctions' against Burma and Belarus, and 'security sanctions' against Libya. The author finds that these sanctions are unevenly implemented and there is little awareness of where they are having any impact. He argues that a much better monitoring of the implementation and impact of sanctions is needed.
