This brief assesses the risks of the steps the EU has taken towards further integration since the economic crisis. The author argues that incremental reforms taken on an ad hoc basis are creating a hybrid system of supranational technocracy combined with an increasingly intergovernmental mode of integration, deepening the separation between the eurozone and the rest of the EU. He also points out that the intergovernmental approach may weaken the EU’s institutions in the key areas of monetary and economic policy and, all in all, raise questions about democratic legitimacy and unity in the EU.
