This brief argues that the failure of the Oslo peace agreements, failure to defend the rights of its citizens and an absence of a clear future strategy mean that the Palestinian leadership is facing a severe crisis of legitimacy. The authors then advocate three changes, which they believe would help address this situation. These include 1) establishing a national dialogue, 2) effecting institutional reform, and 3) assessing the possibility of a shift from national liberation to a civil rights movement.
