This brief provides suggestions on how the EU can support reform in Burma using a gradual and measured approach. The author argues that in order to ensure that reform is genuine and has solid foundations the EU should: 1) gradually lift sanctions in line with clear, agreed benchmarks, 2) offer institutional capacity building and development assistance, 3) shape a new, sustainable business approach for foreign investment.
