This brief argues that even though Vladimir Putin will win the 2012 Russian presidential elections, his authority has been weakened. This is due to a weakening of central authority, the faltering economy and the restless middle classes now confident enough to protest against the government. The authors conclude with a number of policy recommendations for the EU on how it should respond to the situation.
