This paper assesses the institutional and legal frameworks of the European Neighbourhood Policy (ENP). It argues that leaning more on multilateral or bilateral agreements could make the ENP more effective, strengthen its democratic accountability, and enable stronger cooperation without sacrificing either flexibility nor a complementary or parallel recourse to soft-law instruments.
