This paper examines the institutional dimensions of counterterrorist strategies in Africa. In doing so, it argues that a conceptual schism exists – i.e., terrorism has largely been treated as an exceptional issue that is distinct from broader institutional preoccupations with rule of law and development programming. What’s needed is a more ‘nuanced, palatable, and realistic’ approach that interlinks these issues together and leads to holistic institutional responses to the terrorism problem.
