This paper examines the involvement of regional organizations, such as ASEAN and ECOWAS, in humanitarian action. After describing the concepts and institutions underlying these organizations, the author assesses their contribution to humanitarian action, conflict management and disaster risk reduction. He concludes that the variability of involvement from regional organizations appears to stem from a wide range of political and capacity issues.
