By using Azerbaijan’s presidential elections in October 2013 as an example, this article argues that the diverging conclusions drawn by election observers – some thought the election was ‘clean’ while others did not – reveals that the OSCE’s election monitoring system is flawed and needs to be altered. Absent these needed changes, the credibility of the monitoring process will indeed suffer.
