This paper focuses on the emerging implementation challenges of the negotiated EU Common Agricultural Policy (CAP) reform package for 2014-20 for the UK and Ireland. The author outlines how the CAP reform allows member states more flexibility in terms of how they implement the provisions, and thus expects the implementation to differ considerably between the UK and Ireland. In concluding, the author focuses on the key differences and common approaches in the two countries' implementation decisions, as well as the possible trajectory of future CAP reform.
