This practically-minded volume describes how to pursue effective security sector reform (SSR) in conflict-affected nations, particularly when trying to create professional security forces. The text first uses Liberia as a case study in order to illustrate the impediments a state faces when trying to establish its monopoly over the use of force, and then to use that force to uphold the rule of law. Next, the text provides 1) guidelines on how to fulfill specific SSR goals, and 2) recommends ways that the US Army can improve its SSR assistance to other countries.
