This note examines the collective impact that organized crime, insurgencies and terrorism are having on failing states. In doing so, it not only concludes that a complex, interlinked, and potentially dangerous mix of trends and actors are creating new threats and challenges to weak states, it also worries that these dangers aren’t being anticipated properly.
