After reviewing the cross-national evidence, this paper concludes that social media has one overriding political value -- i.e., it enhances the ability of citizens in non-democratic states to mobilize demonstrations and protests. How this growing ability will shape non-democratic politics in the future, however, remains an open (and ambiguous) question.
