This bulletin examines the Ukrainian government’s decision to "suspend" its signing of the Association Agreement with the EU. The author argues that, in light of this, the EU should use the Vilnius Summit on 28-29 November 2013 to do what it does best: start a mediation process between the authorities and the country’s pro-EU civil society.
