This bulletin examines third plenum of the 18th Central Committee of the Chinese Communist Party and whether it will lead to further reform of the state's role in the economy, rights of rural residents, and family-planning policy. The author argues that while there may be difficulties in implementing such reforms, they will likely create significant positive change for the future of China. She also provides some recommendations for the EU and Polish business in response to the plenum.
