This report reviews the contributions 37 countries have reported to the UNFCCC on their Fast-Start-Finance (FSF) commitments made towards climate change adaptation and mitigation. It argues that while the countries have exceeded their total commitment, they have also taken different approaches to defining what qualifies as FSF. It also clains that while climate finance reporting and transparency have improved, there has been substantial variation in the level of information that countries disclose.
