This commentary wonders what the EU's policy should be towards the Eastern Partnership countries after the Vilnius Summit in November 2013. It argues that the EU can't mix its geopolitical ambitions with its attempts to transform its neighbors at the systemic level. Indeed, what the EU should do is promote incremental reforms among its more willing partners, such as Moldova.
