This bulletin argues that poor messaging has obscured understanding of how the US Army intends to achieve its security goals through its 'rebalancing' towards Asia. The author believes that in order to reassure regional allies and partners, as well as balance against potential foes, the US must communicate its shift of military power through more transparent messaging, both at home and abroad.
