This brief examines Nelson Mandela's legacy in South Africa and how he fought to replace the apartheid state with a democratic one. It explains that, although Mandela's focus on reconciliation was to some extent successful, governance issues and racial division are still clearly evident in South Africa. Nevertheless, the author believes that the core of Mandela's legacy - non-racial democracy based on the rule of law - endures.
