This monograph examines US approaches to strategic communications by looking at its communications operations in Afghanistan. The author says that existing practice, which mainly attempts to improve attitudes toward the US, does not easily translate to the conflict and crisis affected societies to which it is applied. Consequently, he thinks it would be better for the US to concentrate on approaches that focus directly on changing behavior.
