This brief discusses EU policy toward the Eastern Partnership countries after the Vilnius summit in November 2013. It contends that the EU will need to act consistently as a democratic reform-driven partner to its Eastern neighbors while maintaining flexibility, particularly in its dealings with countries facing economic pressure from Russia. Furthermore, the authors argue that European integration will increasingly depend on mobility and broader EU and Eastern civil society engagement.
