This paper examines to what extent and under what circumstances those involved in civil wars decide to comply with UN Security Council resolutions and demands. Compliance apparently depends on the conflict's 'ecology', the incentives available, the UN's conflict management strategy, great power politics, and the linkages that exist between the UN resolution and peace process at a particular point in time. Given the importance of these factors, the paper finally integrates them into some next-step recommendations for the Security Council.
