This brief analyzes five relatively successful examples of aid supported capacity development in various fragile state contexts. These are: 1) education in Afghanistan, 2) revenue authority in Rwanda, 3) diaspora and senior experts in state institutions in Liberia, 4) police reform in Sierra Leone and 5) South-South capacity development in South Sudan. The author argues that these examples show that there are rarely uniform best practices and that interventions should reflect given situations and contexts.
