This paper examines the Shanghai Cooperation Organization (SCO) and the increasingly important part it’s playing in representing its six members’ international interests. Indeed, given the central roles of Russia and China within the organization, the SCO is rapidly putting itself at the center of the jostling now occurring between global and regional levels of governance.
