This paper talks about the December 2013 European Council summit in relation to the Common Security and Defence Policy (CSDP). The author argues that, as EU members have little appetite for creating a policy that would establish the EU as a security actor, the summit will fail to place the increasing number of vehicles for regional security and cooperation under a coordination mechanism at the EU level. He then goes on to talk about why Poland should support such a mechanism.
