This paper tracks the actions of five key regional actors, namely India, Iran, Russia, China, and Saudi Arabia, and their implications on Afghanistan and its outer region. Covering the period from January to April 2013, it maps out the regional context, the key actors, regional dynamics, as well as specific issues impacting on tensions in Afghanistan and the region.
