This paper analyzes the institutional framework for agricultural services in East and Southern Africa. The author reviews concepts and experiences with demand-driven services in Tanzania. Based on the example of Tanzania, the paper emphasizes the advantages of demand-driven rather than state-sponsored, supply-driven agricultural service models.
