This brief argues that the United Nations Framework Convention on Climate Change (UNFCCC) process is in need of a radical re-think. The author contends that, over twenty years after its signing, limited action has taken place as developing countries stubbornly insist on being compensated by those responsible for causing the problem. He concludes that there will be no progress until everyone accepts the real political constraints, understands the national self-interest of the major players and accepts the incremental change that is ultimately enforceable.
