This report talks about the existing efforts of governments around the world to enforce the drug laws of their countries, with a particular focus on Latin America. The author argues that the efforts in Latin America have been a failure, generating frustration which has led to debate on how to rethink drug strategies in the region. He then goes on to discuss where Latin American countries might be heading in terms of their drug policies and says that a central element of this is the growing consensus among them that the 'war on drugs' cannot be won.
