This memo argues that since an overall ban of combat drones is not realistic or even beneficial, NATO member states and others need to 1) develop a clear policy framework for their use, and 2) establish common norms everyone can adhere to. The memo then suggests different ways to strengthen such norms at the domestic and international levels.
