This paper attempts to explain, in an allegedly more sophisticated and complex way, how power precipitates institutional change. It then applies this new approach to the work of the “Climate Change and Rural Institutions” project, and to Vietnam in particular. In doing so, the paper concludes that previous institutional change theories have only partially succeeded in explaining how power-driven change actually occurs.
