This paper analyzes how Gulf countries are using both their resources and involvement in international institutions to shape the political-economic transitions now underway in the Middle East and North Africa (MENA). Their proactive approach, however, has been unilateral AND loosely regional, which has raised questions about how the international community should actually work with them.
