This paper examines the effectiveness of EU sanctions as a policy tool. In particular, it examines the coercive measures in place against Iran and addresses ways in which sanctions can be used to curb the Iranian nuclear program. The author argues that sanctions have become integral to the EU's foreign policy, but that the Union must work to ensure that their effectiveness is maximized. To do this, she suggests that the EU must set targeted and achievable goals for its sanctions, and communicate them effectively to the target country or group.
