This report discusses the 2006 nuclear deal concluded between the United States and India. The authors argue that the deal has highlighted tensions between two widely held US foreign policy objectives: strengthening bilateral relationships with major powers on the one hand, and preventing the spread of nuclear weapons on the other. They propose a strategy that takes into account both US-Indian relations and American non-proliferation interests, and conclude the paper with a set of policy recommendations for the US Congress.
