This paper discusses the potential benefits of "highly secure computing" for cybersecurity. The authors outline how this type of computing could enhance security and privacy in the cyber realm and how it could replace and complement existing cybersecurity policies. They then look at what governments could do on a national and international level to stimulate wider investment in, and application of, the technologies that are necessary for "highly secure computing".
