This study identifies and ranks the obstacles that hinder the development of micro-, small- and medium-sized enterprises (MSMEs) with high growth potential in Northern Africa. To do so, it presents the results of a survey conducted with MSMEs in Algeria, Egypt, Morocco and Tunisia, where reforms to enhance business and investment conditions were called for during the Arab Spring. Based on these findings, the authors put forth policy recommendations aimed at reducing the identified obstacles.
