What potential security challenges will the African Union’s Peace and Security Council have to face in 2014? In addition to answering this question, this ISS report also includes a post-election analysis of the first round of Madagascar’s October 2013 presidential elections, and an article on inter-regional attempts to facilitate the negotiation of a peace accord between the Democratic Republic of Congo and the M23 rebels in the country’s Kivus region.
