This study looks at UN policing efforts in Timor-Leste. After describing the broader evolution of this particular mission, it specifically looks at 1) the 2006 crisis in Timor-Leste, 2) the coordination mechanisms set up by those who responded to the crisis, and 3) the introduction of the UN policing 'cluster system' in 2009. The study then concludes that the lack of conceptual clarity, organizational fragmentation and language difficulties associated with this system have undermined the performance of UN police forces and the development of Timor-Leste’s own law enforcement capabilities.
