This brief examines the stance of Ukraine's major oligarchs vis-a-vis the 2013/2014 protests in Kiev. More specifically, the author explores the promises and risks associated with the Ukrainian government's new budgetary policies. He argues that Kiev's deals with Russia influenced parliamentary support of Ukraine's oligarchs for the Yanukovych government. He concludes that, as a result, the EU can no longer count on the oligarch's active support for Ukraine's westward movement.
