This particular Meeting Note focuses on the current and emerging threats that exist in the Gulf of Guinea - including piracy - and the conditions that precipitate them. The latter include economic deprivation and exclusion, poor governance and limited legitimacy, pollution, shoddy natural resources management, the crisis in the Sahel region, and the spread of transnational crime. The Note closes by recommending ways that regional and international stakeholders can deal more effectively with the causes of maritime insecurity in the region.
