This paper analyzes the impact of recent election results on Nepal's second Constituent Assembly. Basically, it is a good news story, but with caveats. The new officials could resolve a string of disputes that the first Assembly failed to address, including those surrounding the nation's draft constitution, but only if they embrace consensus as a commonly held norm.
