This paper cites the Vilnius Summit (November 2013) as an example of how the EU’s Eastern Partnership Initiative is undergoing a period of crisis, primarily because Brussels and its partners have failed to communicate their respective goals and preferred means to each other. This dysfunctional state of affairs, the paper concludes, also extends to the EU-Russia relationship.
