This paper outlines the different possibilities for reducing the US nuclear arms arsenal, unilaterally or in parallel with Russia, with or without negotiating a new bilateral agreement. It also discusses the benefits and shortfalls of each possibility in terms of timeliness, predictability, transparency, and flexibility. The author concludes with some recommendations for US Congress.
