This paper analyzes the European Union's strategy towards the southern Mediterranean states. The author details how the EU's approach has been marked by a simultaneous presence of two conflicting and mutually incompatible security discourses. The paper explains that the EU's contradictory security approach to the Mediterranean has resulted in an uneasy policy toward the region and caused suspicion and mistrust on the part of the Mediterranean states.
