This report examines why successive peace processes have not stopped the violence in Darfur. In doing so, it examines 1) the shortcomings of past peace attempts, including the Doha Document for Peace in Darfur (2011), 2) the difficulties of engaging with the contending rebel groups in the region, and 3) the positions held by the Sudanese government and international stakeholders on how to deal with the conflict most effectively. The report concludes with a number of recommendations on how to 'move the situation forward'.
