This brief looks at the international response to Typhoon Haiyan in 2013, the 2004 Indian Ocean tsunami, Cyclone Nargis in 2008 to show just how useful naval forces can be in Humanitarian and Disaster Relief (HADR) operations across the Indo-Pacific. The author argues that ASEAN should do more to take advantage of this fact.
